Pre-commit re-validation — at §5 atomic commit, accumulation + CAT suspension + eligibility re-check against current state, not §1-pinned snapshot. Critical for hurricane-watch gaming prevention. Fail routes to Frame 22.
HO3 attestation — agent uploads dec PDF + structured fields. No AI extraction at MVP; agent checkbox attests validity. Coverage A must ≥ Althea wind Coverage A; HO3 expiration within 6 months of Althea wind expiration.
AFFIDCA — zip-code-rule-driven. Exempt zones skip this step entirely (south AL coastal, etc.). For non-exempt zones, 3-carrier dropdown pre-filled from agent profile, declination reason codes, single-click agent sig.
Coverage-gap review — agent attests reviewing structural differences (water damage scope, named-storm vs unnamed-wind, ordinance & law, hail vs wind allocation) with HO before lock.

5 preconditions: HO3, mortgagee, billing path, AFFIDCA, coverage-gap. Set A generates only when all are complete.

OFAC + accumulation + CAT are silent passes here; they only show as banners if they fail.
This checklist will likely fold into a single screen post-launch — see Q4 design pass — but breaking into sub-screens makes agent feedback easier this iteration.
