Design notes

Decline is a hard no — clean reason, clear next step. No friction, no retry path that ignores the decline reason.
Decline ≠ refer. Refer is a soft maybe and lives on a different terminal (deferred this pass).
Reason copy is plain-language. Internal codes (occupancy 302, GA Fulton) are subtle metadata, not scary jargon.
Both variants live on the same frame — different reason cards, same shape. Production: one route, parameterized.
