Occupancy radio — single source of truth (vendor data unreliable). Non-primary instantly routes to Frame 8 — decline; no geocode burned.
Address autocomplete — geocoder lookup as agent types, debounced. Each candidate shows match precision.
Out-of-footprint detection — fires inline in the autocomplete list and as a banner if the agent insists on a non-AL address; routes to Frame 8.

Design notes

Occupancy placed first because it's the cheapest gate — no geocoder cost on a non-eligible submission.
Insured name + email are deliberately not asked here. Captured at the "send" or "bind" step instead.
Footprint check uses the geocoder's resolved state/county, not the typed string.
